The postponement has caused contradiction between the two arms of government, with the House compromising to start reprimand process against the Governor.
It will be reviewed that Ambode had sent the 2019 spending plan to the House in December against the convention of laying the financial plan before the House as senator.
At entire on Monday, speaker Mudashiru Obasa advised the officials it was essential to give the senator a reasonable hearing over the issue of the 2019 Budget.
As per Obasa, there have been infringement of the constitution and infractions with respect to the senator.
"The Attorney General, Finance Commissioner and Commissioner for Budget and Economic Planning that should have prompted the representative did not do as such.
"The most imperative thing is that we should tell the general population that a spending that was yet to be endorsed was being spent, which was the reason we couldn't take care of the representative on the financial plan on Monday 21, January.
"We should give them a reasonable hearing to come and clarify what occurred. The point has been made that there must be something before the House before you can start use.
"We need to approach the representative to go inside seven days to account for himself alongside alternate authorities.
"We can begin gathering marks for arraignment. We can practice tolerance and hold up till some other time," he said.
The administrators had responded to a report exhibited by the Deputy Speaker Wasiu Eshinlokun-Sanni as the Chairman of the Committee set up to investigate the issues encompassing the 2019 spending plan amid a parliamentary gathering of the legislators.
Individuals from the Committee included Chairman House Committee on Public Accounts (State) Hon. Moshood Oshun; Chairman, House Committee on Budget and Economic Planning, Hon. Gbolahan Yishawu; Chairman, House Committee on the Environment Hon. Dayo Saka-Fafunmi and the Chairman, House Committee on Works and Infrastructure, Hon. Abiodun Tobun.
Eshinlokun uncovered that the board of trustees met with applicable officials and heads of organizations.
The Deputy Speaker expressed the advisory group met with the Commissioner For Budget and Economic Planning, Hon. Segun Banjo, who said that no cash had been gone through for the year.
He said that the Accountant General told the advisory group that warrant had been issued that they could spend up to 25 percent of the first spending plan before the endorsement of that of the new year.
He said they would need to make response to the House in the event that they needed to spend up to N200 million.
"We brought up that the representative should lay the financial plan of the New Year before December 31st, yet that so far the monetary allowance was yet to be laid.
